Djibouti – Slum Upgrading Project (Djaga Bouldhouq and Viet Nam)

Both areas are targeted by the Government Strategy “Zero Bidonville”. Djaga Bouldhouq area is part of the District 7 and has been studied since the 80s. It is densely populated under the pressure of migrations. The objective is to improve accessibility (facilities and utilities in particular drainage) and to carry out a large scale operation of land regularization. Those objectives involve to reshape the plots and the streets within the area. The Viet Nam area is located within the Oued Ambouli and residents need to be ressettled. Population is home in unsanitary conditions and shelters are extremely insecure. Tasks performed: Economic analysis and support to the definition of scenarios for implementation. Senegal – PACASEN supervision and preparation of a new project

TA to the joint team (World Bank/AFD) for the supervision of the project (PforR). The project targets 123 municipalities (urban municipalities among which Dakar and regional capital cities) and finances IGFT (FECT Performance). The project is owned by the MoF and the Ministry in charge of Local Governments and Sustainable Spatial Developpement. The Municipal Development Agency ADM) set up in 1996 supports coordination and provides TA to the municipalities. The project is a new tranch of a long process of support brought to the sector.
